2:150, of which the sentence is here completed. The argument is that in the grant of the Ka'bah Qiblah, Allah was perfecting religion and fulfilling the prayer for the future made by Abraham. That prayer was threefold: (1) That Makkah should be a sacred Sanctuary (
2:126): (2) that a truly believing (Muslim) nation should be raised, with places of devotion there (
2:128); and (3) that a Messenger should be sent among the Arabs with certain qualities (
2:129), which are set out there and again repeated here to complete the argument.
